Kim Menefee

Kim Menefee serves as the executive director for the Cumberland CID.

Having joined the states first CID in May 2019, Kim leads efforts to partner with commercial investors, government officials, and stakeholders to advance key transportation and infrastructure projects and enhance the Cumberland community.

Prior to joining the CID, Kim served in senior leadership roles for 25 years at WellStar Health System, Georgias largest health system. Kim led the team that created the WellStar brand, managed marketing and public relations, community engagement, government relations, and the WellStar Foundation.

Kim holds a bachelors degree in journalism from the University of Georgia. Kim and her husband, Chris, reside in East Cobb and have four grown children.

2025_Cumberland Megan Will | | We Are Cumberland

Megan Will

Megan serves as the Director of Planning and Projects for the Cumberland CID and One Cumberland. In this role, Megan collaborates with internal and external partners to lead and deliver the organizations’ portfolio of capital projects and oversees planning studies to identify future projects that further Cumberland’s interests.

Megan joined the Cumberland CID and One Cumberland upon returning to Atlanta after a decade serving as a municipal planner in Florida and Texas. Most recently, Megan was the Director of Planning and Development for the City of Bee Cave, Texas, as suburb of Austin. During her tenure, Megan negotiated the entitlements for a variety of place-defining mixed-use developments and managed the City’s engineering, planning, permitting, and code enforcement services. Before working in the public sector, Megan held several senior planner and project manager positions with Atlanta-based engineering firms.

Megan has a Bachelor of Arts in Historic Preservation from the University of Mary Washington in Fredericksburg, Virginia, and a Master of City and Regional Planning from Georgia Institute of Technology. Megan attended Pope High School and swam with the Stingrays Swim Team while living in East Cobb as a teenager. She and her husband Christian have two school-aged children, Julia and Henry.

Tarik Milner

Tarik Milner is the Planning and Projects Manager of the Cumberland Community Improvement District. He manages the operations for the CIDs beautification initiatives, landscape enhancements, and asset management and installations.

Prior to arriving at the CID, Tarik served in a leadership role at H.E.H. Paving Inc., an Atlanta-based asphalt paving company that has served the Metro Atlanta area for over 30 years. During his 6 years at H.E.H., Tarik led his team to complete numerous road resurfacing projects for GDOT as well as local government clients such as the City of Atlanta, Dekalb County, Clayton County, and the City of Decatur. These projects totaled nearly $10 million in revenue and resulted in hundreds of miles of improved roads for various communities.

Tarik earned his bachelors degree in applied manufacturing management from Jacksonville State University while playing football on a full athletic scholarship. He then continued his athletic career while earning his masters degree in urban and regional planning from the University of Central Florida. Tarik was born and raised in Cobb County and is a current resident of Smyrna.

Adam Ross

Adam serves as the Director of Public and Government Affairs for the Cumberland CID. Having joined the Cumberland CID in 2019, Adam manages a variety of programs for the CID including government relations, bike share, pedestrian banners, asset branding, community outreach, and more. In his short tenure, he has successfully advocated for state and Congressional support for CID projects and has led the naming and branding effort for one of Cumberland CIDs biggest projects; the Cumberland Sweep.

Before joining the CID, Adam founded and operated Discover-E, a full-service digital marketing firm helping small and mid-size businesses. Adam also has worked in various capacities for former Lt. Governor Casey Cagle and former Governor Nathan Deal.

Adam holds a bachelors degree in Political Science from the University of Georgia. Adam is married to Madeline and has one son, Tucker. They live in Cumberland.

Rachel Bergstrand

Rachel Bergstrand serves as the Business Development Manager for One Cumberland and the Cumberland Community Improvement District (CCID). In her role, she manages donor relationships and identifies new partnerships to increase fundraising support for One Cumberland’s initiatives. Additionally, Rachel works closely with the One Cumberland and Cumberland CID Boards to establish new relationships and grow existing relationships with corporations, businesses, individuals, and foundations to help secure resources for designated projects and placemaking activities in Cumberland.

Rachel is a seasoned professional and has over eight years of experience in the non-profit sector, and most recently served as the Events Director for Tasting Collective. Before this role, she served as Development and Corporate Engagement Director and Grants Manager for Rescuing Leftover Cuisine, having been the founder of the Atlanta branch.

Rachel is an Atlanta native and a graduate of Indiana University with a Bachelor of Arts in Creative Writing and Communications.

Libby Campbell

Libby serves as the Administrative and Project Assistant for the Cumberland CID. Libby supports the Executive Director, Director of Planning and Projects, Director of Public and Government Affairs, the Planning and Project Manager, and the Board of Directors.

Prior to arriving at the CID, Libby served as Marketing and Educational Event Manager at Standard Process where she managed all aspects of continuing education events. She nurtured healthy relationships with colleges, national speakers and educators as well as maintaining professional relationships with healthcare professionals in the Southeast.

Libby holds a bachelors degree in communications from The University of Tennessee. She has a volunteer history in numerous community organizations and served on a variety of local boards working to improve West Cobb County where she has resided for over 20 years. Libby has three grown children.

Jacob Rumery

Jacob brings over 17 years of experience in finance and accounting, with a proven track record in leadership roles at several respected non-profit organizations, including Goodwill Industries of Greater Chattanooga, Hope Atlanta, Meals on Wheels Atlanta, and Goodwill of North Georgia.

Throughout his career, Jacob has successfully led financial analysis and reporting, budgeting, financial projections, quarterly and year-end reporting, strategic planning, audit and regulatory compliance, internal financial controls, and much more.

In addition to his wealth of experience, Jacob has a strong educational foundation. He earned a Bachelor of Science in Accounting & Finance from The University of Southern Maine, an MBA from Bentley University, and a Certificate in Executive Leadership for Nonprofit Organizations from UGA. Jacob is also a Certified Treasury Professional and a Certified Public Accountant.
